How Effective the Master Plan?

Abstract
Far from being an irrelevant appendage, a master plan is essential if municipalities are to guide their development in a rational manner. To be effective, a master plan must be officially adopted by the local governing body as the foundation stone of an adequately financed continuing planning process.
