Design of a State-Level Water Use Forecasting Model

Abstract
The selection criteria, design, and data for use in a water resources forecasting model for a state (Massachusetts) in which modeling techniques have not been used for water resource planning on a large scale are described. The recommended model, a requirements forecasting model based on employment and population growth, was selected to meet criteria of: compatibility between data availability and the requirements of the model; ease of understanding and use; compatibility with existing planning systems; usefulness at various levels of planning; and flexibility for further development and integration with other models.
