Abstract

This paper comprehensively reviews the twelve year history of public sector negotiations in New York of traditional governance issues. Precedent setting cases are chronologically reviewed and analyzed. Topics discussed include: rank and qualifications; reappointments; promotion; tenure; the relationship of faculty senates to unions and bargaining; and the role of PERB.
