Abstract

There is more disposition today than in prior years to consider compulsory arbitration of interest disputes. It is proposed that the agency that enforces the duty to bargain in the various states and municipalities be empowered to offer final and binding arbitration of interest disputes in appropriate cases. The proposal is especially pertinent to instances of refusal to bargain and may be considered as a device to pressure the parties to negotiate in good faith.
