Abstract

The guidelines for fact finding contained in this article are directed at improving the effectiveness of fact finding as a mechanism for resolving negotiation disputes and establishing fact finding as a truly distinctive form of third party intervention. The guidelines have broad application and are designed to be utilized in a variety of jurisdictions, ranging from impasse issues for an individual governmental unit to statewide legislation.
