Abstract

Some factors that encourage a procedural and inactive type of bargaining agreement among many federal workers and management representatives are analyzed. Recommendations for changes in present policies and practices are presented and discussed. The most significant recommendation is for strengthening government employee organizations by various forms of public subsidies, including industrial relations libraries, joint training programs for labor and management representatives, and government payment for the full cost of the administration of dues check-off for employee organizations.
