Abstract

Parties in public-sector labor-management conflicts should recognize the characteristics of their particular business or industry and take these, and the public interest into consideration when bargaining. In similar fashion, government intervention should be tailored to the specific urgency of the situation. Some suggestions for more effective dispute-settlement techniques are also offered in this paper.
