Abstract
Labor-management relations have traditionally been viewed as "closed systems," quite apart from the communities in which the parties exist. This study demonstrates that the relationships actually are in part a product of environmental influences over which the parties have little control. (The study excludes teachers.) This study pinpoints some of the specific factors that may affect public sector bargaining. This work is licensed under a Creative Commons Attribution-Noncommercial-No Derivative Works 3.0 United States License.
