DISPUTE RESOLUTION IN FLORIDA'S PUBLIC SECTOR: INSIGHT INTO IMPASSE

Abstract

This article reviews Florida's public sector collective bargaining impasse procedure. Strikes are prohibited by statute, dispute resolution occurs through voluntary mediation and nonbinding interest arbitration, and unresolved issues have terms and conditions imposed by an appropriate legislative body. Although nonbinding interest arbitration (special master) reports have a high rejection rate, recent data suggest that a majority of special master recommendations - taken issue-by-issue - actually are adopted by the parties. The development of issue-oriented impasse profiles has potential utility for policy makers and professionals in dispute resolution.
