Abstract
This article evaluates the labor relations policies that the federal government has adopted toward its own employees, examining structures and scopes of bargaining, management rights, pay determination, grievance procedures, and dispute resolution. Dissatisfaction is expressed with many of the policies and more centralized bargaining is proposed.
