Abstract
Labor relations have become a significant issue in higher education, especially on community college campuses, the most unionized segment of higher education. This study identified the desired role of community college first-line administrators in the labor relations areas of preparations of negotiations, collective bargaining, contract administration, strike management, and post-strike management. Survey responses were gathered from community college presidents, chief academic offices, and first-line administrators in the nineteen states of the North-Central region. Comparisons were made for colleges with and without bargaining experience. A considerable amount of agreement was found among respondents concerning the first-line administrator's role in labor relations. However, staff development is necessary to define and refine the roles of these administrators in all areas of labor relations. This work is licensed under a Creative Commons Attribution-Noncommercial-No Derivative Works 3.0 United States License.
