Abstract

What accounts for public employee union membership growth/decline? This study examined the Southern states in terms of their public sector union growth. Four basic patterns emerged. A separate analysis was done of the legal climate of each of these state, and this information was related to statistical findings. Two factors - the potential membership market of public employees and the existing legal climate - were found to determine the extent of union effort in organizing public workers.
