Abstract
The purpose of this study is to investigate the impact of arbitration on the process of collective bargaining. This attention to process rather than outcomes of bargaining is a response to the need for utilizing multiple criteria in determining the success of the arbitration procedure as a strike substitute. A comparison of the responses of public sector negotiators in an arbitration and a nonarbitration state reveals those negotiating under an arbitration statute do not consistently have a more negative attitude toward their bargaining partners, contract settlements, or impasse resolution procedure.This work is licensed under a Creative Commons Attribution-Noncommercial-No Derivative Works 3.0 United States License.
