Abstract

A reason often given for labor's need to organize and engage in collective bargaining is to bring about better personnel practices. This study investigates the current personnel practices in a southern state that until now has experienced minimal labor problems. The personnel practices advocated by the U.S. Civil Service Commission served as the model against which current practices were measured.
