Abstract
This study examines the disposition of third-step grievances filed in two administrative agencies in Iowa. Grievances were classified according to the article of the labor contract being grieved, the disposition of the grievance, and the organizational subunit of the grievant. The results showed a significant interaction between the article of the contract being grieved and its disposition. The overall denial rate of grievances was highly similar across both agencies, while intra-agency differences in grievance disposition were also observed. The findings are discussed in the context of previous grievance research from the private sector and implications for public sector grievance negotiation are described. This work is licensed under a Creative Commons Attribution-Noncommercial-No Derivative Works 3.0 United States License.
