Abstract

The authors describe changes made to Executive Order 11491, which established the Federal Labor Relations Council, since its signing in 1969. The four later orders, EO 11616, EO 11636, EO 11838, and EO 11901, in general serve to broaden the scope of negotiable items or provide separate regulations for certain agencies.
