EFFECTIVENESS OF UNION STEWARD TRAINING IN THE PUBLIC SECTOR: RESULTS FROM A MULTIPLE CASE STUDY

Abstract

The author explored the effectiveness of training in grievance handling and other aspects of contract administration for senior stewards in six large and small federal governmental agencies. The training was found to contribute to a mutually perceived improvement in union-management relations. However, the evidence in inconclusive with regard to the number of grievances filed and the number of interactions between stewards and supervisors that took place after the training.
