Abstract

The comparable worth or pay equity movement, much maligned in the economics literature and by officials such as the chairman of the U.S. Civil Rights Commission, continues to move forward in the public sector through collective bargaining negotiations and the political process. In this article the author compares public and private sector pay-setting approaches, focusing on the quite different uses of job evaluation in the two settings to illustrate the compatibility of comparable worth and the environment of public sector pay setting.
