Abstract

This article describes the author's efforts to conceptualize and design a process for a public sector organization which would capture the strengths and weaknesses of that organization's human resources. The intent was to provide the data base for a more effective response to a pattern of symptoms of job dissatisfaction and in the process to build a stronger and more self-sustaining organization.
